Using smart devices: recommendations for educational institutions, parents and young people

In September 2025, The National Institute for Health Development (Tervise Arengu Instituut) published a document “Using smart devices: recommendations for educational institutions, parents and young people”.
All people, including children and young people, are increasingly living their daily lives in a digital environment, so it is important that they can cope with new skills and be as protected in the digital world as in the physical world.
The material “Smart Device Use: Recommendations for Educational Institutions, Parents and Young People” first provides an overview of the health impacts, including the links between problematic and excessive use of smart devices and brain development, mental, social and physical health. It then focuses on developing skills and making agreements in educational institutions and family environments.
The recommendations are based on scientific literature, research, national and international recommendations, and knowledge about what children and young people of different ages need for growth, development, and well-being. The recommendations are based on child health and well-being, and the fields of public health, educational sciences, psychology, and social sciences.
